Select Widget - Layers off by default

Question

I’m setting up the Select widget in ArcGIS Enterprise Experience Builder and need all selectable layers to be off by default. Right now, the widget seems to use the web map’s layer state, causing layers to toggle on automatically. Screenshot attached.
Is there a workaround to make the selectable layers start toggled off?

Yes, this is how i have list of the available  layers.
