I have a map set up to where none of the layers are to display until you zoom in to the map close enough. I would like to use the space where the legend says "No Legend" to instead tell the user to zoom into the map in order to view the map data. Is that something I can do?
Or alternatively, show the legend for all layers regardless of zoom extent?
