Diagnostic Monitor - allow to start at all times

Allow to start the Diagnostic Monitor at all times.

I noticed that we are unable to start the Diagnostic Monitor when an Error Message or Notification window is open and all other interactions with the Pro interface is locked until you address the message.
Example:

While this Messagebox is open, the Diagnostic Monitor cannot be started.
