Option to Show Pop-up missing from Dashboard List Actions

Hello,

Recreating Dashboards after upgrading to Enterprise 11.3. A problem has arisen with List Actions. In our prior ArcGIS Enterprise 10.8, Dashboard List Actions, there was an Option to automatically Show the Pop-up in the map when the list selection changed. However, in ArcGIS Enterprise 11.3, Dashboard List Actions, the Option Show Pop-up is missing. 

Question: Has the List Actions option "Show Pop-up" moved or been removed?

It seems that a Feature layer is now required for 'Show Pop-up' and that Map Image layers are unfortunately no longer supported for a List Action 'Show Pop-up'.
