ArcGIS enterprise upgrade from 10.9.1 to 11.3

Hello ESRI community,

Has anyone upgraded ArcGIS enterprise from 10.9.1. to 11.3 directly? we did that and encountering lot of issues. our ESRI support advises us to see if we can upgrade to 11.1 first and then go to 11.3. just want to know your experiences if any before pursuing that.

I performed this upgrade successfully, so can you detail the issues you are experiencing after the same upgrade?

Per Esri's documentation, you can upgrade directly to 11.3 from 10.7.x or higher is supported. Is there a reason why support is advising you to upgrade to 11.1 first? I'm not saying that is an incorrect workflow, but there shouldn't be any issues going from 10.9.1 to 11.3 directly. And also, what issues are encountering?

below issues.

1. Unable to add new feature to hosted services after upgrade to 11.3 - Error Code 10500

2. in ArcGIS GeoEvent, Manager -->inputs. count is not increasing there. no data is flowing through from CSV to spatiotemporal datastores.

are you using spatiotemporal datastores and GeoEvent in your environment? if so, right after the upgrade were you able to see from GeoEvent the feature services created on Spatiotemporal datastores? this was the first issue I faced.

Couple of questions:

1. Did you patch your old environment (10.9.1) before performing the upgrade?

2. Did you perform the post upgrade process on the browser?

3. Did you perform the upgrade in the correct sequence (portal, server, datastore)

a. can you stop all the services and start services in order(portal, datastore and server)

4. Did you complete the Geoevent's spatialtemporal datastore upgrade?

For number 2, I would recommend a GeoEvent Admin reset.

Yes we performed that as well but no improvements
