Measurement Widget: Tooltip

The measurement widget in the AGOL and DE of EB does not have tooltips when you hover over the buttons within the widget. This functionality is in other widgets like the draw tool. This could be an accessibility issue that needs addressed fairly soon.

@Stephanie_F, this looks to have been partially applied in the June 2025 update to AGOL.

It is applied to the top buttons for distance/area, but not to the New Measurement or Clear Measurement buttons.
