Allow disabling editing on a Map in Map Viewer by default for owners and administrators

It is currently not possible to make editing settings on layers in the WebMap for the owner of the WebMap. These settings are only possible for other users. It would be ideal if the editing settings for the layer in the WebMap always behaved the same, regardless of how you are logged in.
