Exported Map has differently colored outlines from Layout view

Whenever I attempt to export this map from the layout view, it the final exported file puts a weird grey outline around every polygon on the map that is not present in either the map or layout view in ArcGIS Pro 3. How do I make it so that the final export looks the same as the layout view?

I have tried exporting as multiple files (JPG, PNG, SVG, TIFF), and they all have the same issue. Even when using the "Output as image" option.

Are any of your layers open on the editor tab? If so, maybe try saving your edits.
