I am trying to recreate the link below for my hub:

I know they used ArcGIS Hub, but I’m not sure how they created another navigation bar with links to different pages on the same webpage. I assume they used an iframe to link to another URL. Would this mean that I need to host another webpage and link it to the hub?
Is there a way to host a webpage, without paying for a service to link to my hub?
Any suggestions welcomed.
