is scale bar width and circel radius connect

Hello everyone,

I'm new to esri. I am wondering if scalebar width and circle radius are related to each other. For instance, when draw a circle with radius = 500km. It show create a 1000km diameter circle. the width of this circle should equal to the scale of 1000km ?

The measurement of a 500km and 1000km diameter is correct. What coordinate system are you using?

Is there a big difference between the scale and the diameter?
