Are you prioritising remedial works or inspections thereafter? If not, I'd suggest using Field Maps and related tables. We use this for fortnightly grille inspections and burial lair and memorial headstone inspections.

Regarding what you're looking for, it's one of the common ESRI examples - just head to YouTube and you will see.
