Email Notification for Instances

Our organization has had issues where the number of instances running are less than the minimum set. For example we set the Max to 6 and Min to 6 but on 3 are running (that is another issue we are working on). Is there are notification in ArcGIS Monitor to send us an email when this happens?  Under the Statistics on the ArcGIS Admin Directory we can see the Max, Busy and Free instances which would give us the information. Wanted to know if this was possible in Monitor.

You can set up alert threshold rules on a service's "Instances Used" metric to open an alert when fewer than the expected instances are detected:

You can then create a new custom notification that emits when "Instances Used" metrics are updated to enter a non-nominal state:
