Create Observer Point feature layer

Question

Hi,

How do I create multiple Observer points in ArcGIS Pro 3.2 and 3D Analyst?  Can I use the height of building(s) as the Z value for the observer? I need to do a line of sight analysis.  I went through the tutorial but the observer points were already created. Thanks.
