We have users with Viewer role but would like them to be able to download/export content from a hosted feature service. Is this possible? Does this require a custom role? Which privileges would provide this ability?

Yes, this is possible. In addition to ensuring that the hosted feature service is shared correctly, you'll need to check this box in the Feature Service Item Details > Settings tab > Editing section.
