Downloading ArcGIS Pro 3.0.3 Installation Executable stalls

What might be causing the ArcGIS Pro 3.0.3 installation executable to stall (hang up) when it gets near the progress finish line? See below.

Note that all of my students have been able to successfully complete this task using the same file except for this one.

copy the *.exe to a folder on the students machine (eg c:\arc)

run the exe and unpack it into that folder

run the *.msi to do the install

The students computer may be running out of resources or it may be related to something else.
