Basemap loading when adding polygon into a scene.

I created a polygon feature that displays just fine in ArcGIS Pro in the Map view. When I copy or load the polygon into the Local Scene, it also displays a hillshade model. 

If I create a new scene and then add the polygon, the hillshade model does not display.

What is going on here??

What if you add the polygon, then manually go to the Map tab, then Basemap, and select the Topographic map option?
