I get the above error when trying to upload a service from ArcMap and as seen here when trying to enable Feature Access through the server manager, this error occurs. I am not sure what is preventing this from being enabled.

Does your data reside in an Enterprise Geodatabse (i.e. SQL Server, Oracle)? This is required in order to enable Feature Access.
We have an in house SQL server storing all the data populated by the maps.
You will want to make sure your database is registered with ArcGIS Server.

i will take a look into this now, it is just kind of strange that a few months ago it was working perfectly and we were ready for full time launch as well as buying credits to use more ESRI services, but this has stalled progress quite a bit.
Check to see if your data is versioned as well, sometimes versioning gets messed up
