GPValueTable with move up/down buttons

Question

I noticed that in some older posts the GPValueTable in a Python Toolbox looks like the screenshot below.

Mine, in ArcGIS Pro has just a number of textboxes below each other with the possibility to delete each row.

Is it still possible to create something like in the screenshot with the possibility to reorder items?
