Column Chart Symbols on a Map?

Hello Community,

Apologies if this info is RTM territory, but can I get stacked percentage charts as symbols in Map Viewer or via the JS API that would behave like these in the Insights product?

Having stacked percentage symbols running with a time slider is the ultimate goal.
