I couldn???t open the ???ArcGIS Server Manager??? and got the message below:

[ATTACH=CONFIG]20197[/ATTACH], [ATTACH=CONFIG]20198[/ATTACH]

What might be the problem?

Try just typing in the URL to your browser and see if that works.  The message indicates there's a problem with your shortcut.
