StoryMap will not allow edits from new owner

Question

A user created a StoryMap. The user left the organization so the StoryMap was changed to a new user. This new user cannot edit this StoryMap. The new user is a Creator/Publisher. The StoryMap is shared in a group with editing enabled. I am also in the group, I CAN edit and publish the StoryMap. The StoryMap is public.

Why can't the new OWNER edit their own StoryMap?

Admin is working with Esri Tech; happened to another user in our organization as well. So far no updates!

Interesting, yes, we've been trying all morning. We've tried swapping owners, everyone else can edit except the new user owner.

Admin will reach out to Tech Support, but this is usually my first step to ask here!
