Asking about working with temporal data

Question

Dear ESRI members,

I am working with daily rainfall and temperature data (from NOAA, which is in netCDF4). The data set has four dimensions: lat, lon, date, and temp/precipitation.

Now I would like to match data from the global data to district level in Vietnam, using the average i.e rainfall of the 4 nearest grid cell to the centroid of the district.

I do not know how to do it with time dimension.

Could you please give me some instruction on how to do it?

Yes I use both the ArcGIS Destop 10.7 and ArcGIS Pro
