This may sound really basic but how do I add or edit features in ArcGIS Pro to a base map.

Very briefly, you start an edit session by clicking the pencil in the Edit tab. Then you can create by clicking "Create" in the ribbon and selecting the layer you want to add features to, or you can select "Modify" to edit existing features. When you want to save edits or just end the session you click the pencil again.
