Where to find the French Vector basemaps for offline use?

Any idea for where to find the French Vector basemaps for offline use? The list here are only English Versions: https://www.arcgis.com/home/group.html?id=c61ab1493fff4b84b53705184876c9b0&view=list&tags=vector#content I can change the User's profile to set French as language, and change Enterprise's settings to use French, but that works only for online basemaps.
