ArcGIS pro: Two shapefile should overlay with in the same folder, they have the same PCG (UTM), same (GCS) but distinct layer property extent XY (top, bottom, left, right) value (both in meter). How could I fix this problem?

Or are you saying that they don't overlap and they should?
If it is the latter, then one or both are not correctly defined. It could be as simple as an erroneous datum definition or a GCS has been defined as a PCS or a PCS as a GCS
