I'm looking to find the Java Configuration Tool for ArcGIS Server for Windows 10.3.1 (.Net Verion). I wrote an SOI in Java , it's running well some times and other times it is running into a Java Heap Out of Memory Issue. I want to configure the Java for more memory. I see how to do it in this github post GitHub - mraad/ExportImageSOI: ArcGIS Server Object Interceptor and MemSQL, but I can't find the tool in the ArcGIS/Server/bin. I do see it in the ArcGIS/Desktop/bin folder. I edited it there but didn't see any real change in the Memory.
