Street Guide Map Project

Hello everyone,Please i need help on implementing my map project on ArcMap 10 to a webmap that i can use to serve a large audience of users on the net and QGIS didnt produce a reasonable result. i also tried the ArcGis online platform but its quite expensive for a startup like myself.
i dont know if consideing Google's java API is a good option because i bumped into it not long ago...Need help please..

This is a big question, and one that has many possible solutions. I'd suggest you start over at ArcGIS for Developers. There's quite a bit you can do even at the free tier, and using some of the code samples over there can get you up and running pretty quickly.
