Support Identify on Vector Tiles in JavaScript API

Allow custom sort order of charts
There is only way to order by value or alphabetical order. I am requesting allowing custom sort order of charts manually by the dashboard author. There is a workaround, but it is not easy or sustainable depending on the number of fields and charts we need.
