According to this documentation on taking basemaps offline in ArcGIS Enterprise 11.0, you are supposed to use these "for export" basemaps but they do not work they way they were intended. Many of them point to the "World_Basemap_Export_v2" layer and not to the appropriate tiles. Looking at the comments, this appears to have been going on for YEARS. And the last update date was this month so I assume these are getting updated by a script that was coded wrong a long time ago.
If anyone has links to the real basemaps we should be taking offline, that would be swell.
