I've created a Point Cloud Scene Layer using the Create Point Cloud Scene Layer Package geoprocessing too and it will not draw in ArcGIS Pro. The point cloud will flash for half a second then disappear.
The las file used to create the Point Cloud Scene Layer Package is a photogrammetric RGB point cloud created in Pix4D.

Can you answer some of these questions to help narrow down the issue?
What coordinate system is the slpk in?
Have you tried adding to both a global and local scene?
Have you tried turning off the elevation source to ensure it is not blocking the data?
Have you tried adjusting the display limit to say 9,000,000?

To close the loop on this:
The issue is specific to the automatic view clipping mode. To get around this set it to Manual mode
1) Click on View Tab
2) In the View Clipping Group click the mode dropdown and select Manual

I've also created a Point Cloud Scene Layer and it is not drawing, although I do not have the option to select mode dropdown in the view clipping group.
I've tried the steps described above and they aren't helping either,
