How can I stop BaseMap reference layer labels obscuring operational layer features?

I currently have an issue where the labels of some basemap features - such as road names and highway shields - are being drawn above my own features in operational layers, sometimes obscuring them.

Is there a way I can set the overlap strategies of basemap layers, or some other mechanism, to prevent this from occurring?
