There is a JPEG file with gps information.
How to convert this to a tif file
GPS information does not appear in the tif file even after conversion with a conversion program

Many ways to convert to TIF. Just export from ArcGIS Pro. If you want do on a larger number of directories consider using Optimize Rasters. GPS information does not get copied to output as it is not really georeferencing details. If you ZIP and upload to ArcGIS Online it will extract the EXIF GPS and include it as part of the attachment. If you are looking to extract other details and work with JPEGs that include other orientation check out Oriented Imagery. The tools include ways to convert to TIF files but also extract the orientation to an Oriented Imagery Catalog.  If you just want to extract the information from the JPEG to a file you can use following command in GDAL gdalinfo.exe  input.jpeg -mdd all  >output.txt     (You can get gdalinfo if you install optimize rasters)
