Summary: 

The Software Development Team Lead will be part of an agile development team, building and working on our Mapping & Staking product and our cloud platform. This team is responsible for managing GIS data used throughout our enterprise suite of applications, including web and desktop applications.  The Software Development Team Lead will provide technical and team leadership through mentoring and coaching.  

Essential Functions: 

The Team Lead is responsible to perform the following essential functions to ensure the team effectively executes its responsibilities (identified below): 

  • Collaborate with other departments to gather and validate user stories, requirements, estimates and work plans. 
  • Guide team development efforts towards successful project deliveries. 
  • Delegate authority to team members to enable them to achieve their objectives and regularly follow up to ensure progress.
  • Regularly assess team member performance and constructive feedback to support continuous growth of team members.
  • Provide technical leadership through coaching/mentoring.
  • Maintain high quality standards for the team by establishing/reinforcing good practices and habits.
  • Select high-performance team members and create high level of team spirit and engagement.
  • Analyze and resolve technical and application issues.  
  • Serve as a go-to person and subject matter expert in the functional area being overseen.
  • Assists Department Manager with establishing action plans for key strategic projects and technical direction.
  • Commitment to NISC’s Statement of Shared Values.
  • Other duties as assigned. 

Desired Knowledge, Skills, Abilities and Experience: 

  • 3+ years of relevant experience in area of discipline; preferably in software development, software requirements, or other applicable technical areas. 
  • 3+ years of experience in a leadership or supervisory role.  
  • 2+ years of GIS experience; preferably with Esri.  
  • Experience with JIRA, Confluence, BitBucket, Bamboo. 
  • Experience with any of the following: Java / C#, Angular / JavaScript, Spring Boot.  
  • Familiarity with principles and practices of Situational Leadership a plus. 
  • Familiarity with principles of Leadership Pipeline Institute a plus.
  • Strong delegation, prioritization, coaching, and feedback delivery skills.
  • Excellent written and verbal interpersonal and communication skills.
  • Possess ability to manage the day-to-day operations of a team engaged in a high volume of work.
  • Possess ability to organize and manage multiple priorities within critical deadlines. 
  • Possess ability to collaborate effectively both horizontally and vertically within the organization.
  • Possess conflict management skills.
  • Possess change management skills.
  • Possess ability to maintain the highest level of professionalism, ethical behavior, and confidentiality.
  • Ability to travel as often as necessary. 

Desired Education and Certifications:  

Four-year degree in computer science or a related field.
