I want to create a point symbol which is combined with text for locating a site when printed using coordinates. My organisation has this allready formatted in autocad, however I want to create this as a feature for an arcgis pro template which other users can drag, drop and edit without having to mess with creating new feature classes for each project. Is there a way that this can be done

You can't save symbology and label parameters to a shareable, drag-'n-drop layer file (.lyrx).
It won't store data, it will point to data.
You could insert a map graphics layer to create this template. The graphics layer is stored in the map as opposed to in an external file or database, and you can copy the graphics layer from one map and paste into another. Note that a graphic layer does not have a reference scale by default, but it can be added from the Graphics Layer ribbon tab to control the way the graphics scale as the users zooms in or out.
