How to copy label classes from previous project?

On a previous project, I split our county's roads into several label classes and customized symbols, coloring, fonts, etc. I am working on a new project that uses the same underlying pavement layer. How can I copy over the labeling classes and settings into my new project? Or, stated differently, how can I create a labeling template from my old project that I can then apply to my new project?

I've tried creating a STYLX file from my old project and adding it to my new project, but nothing visually changed. Trying to manage the style file doesn't seem to show me any labeling options. I am at a loss as to how to use this STYLX file.

One of my colleagues suggested I try export a layer file from my previous project. I was then able to add it into the new project (Add Data from the Map ribbon).
