Download google satellite map as tpkx in arcGIS pro

I need to save google satellite map as tpkx file. But I found I can NOT do it in arcGIS pro.

Import google satellite map works in arcGIS pro by using add data path URL as: https://mt1.google.com/vt/lyrs=y&x={col}&y={row}&z={level}

But it only can check google satellite map online. I need to save the such basemap as offline tpkx format.

While I noticed once I use above link as basemap, the download button in arcGIS pro is DISABLE.

May I know is it possible that I download such google satellite map as tpkx in arcGIS? How to do that?

Hi Penny, what you want to do is against the Google Terms of Service.  The API policy page  https://developers.google.com/maps/documentation/geocoding/policies explicitly states we cannot keep data returned by Google API requests.  And data from requests can only be displayed on a Google Map:
