ArcGIS Pro- Layout Snapping is OFF yet snapping still displays

We've run into the issue where our layout snapping is off and  but the snapping still displays/persists:

Suggestions: holding down the space bar turns layout guide snapping off temporarily (a work around). It might be useful to identify the version of Pro you are using in case it is a version specific bug.
