ArcGIS Pro 3.1.5: The "add locations" tool fails and results in "ERROR 999999",
I couldn’t figure out why the "add locations" tool fails and results in "ERROR 999999."
What could be the issue here?
Error 999999 indicates there is no exception handling in place for the issue. There are a range of general causes that could result in this:

As it's the first suggestion in the error 999999 handling for Pro and other users have had some success, I'd suggest running the 'repair geometry' tool, noting that doing so will update the dataset directly.
