It's possible to create features that have null shapes using the attribute table, field calculator, python, and SQL.

Currently, it's possible to retroactively create/populate the geometry using the Replace Geometry or Continue Feature editing tools. Those tools work, but it would be more convenient to simply right-click the row header in the Attribute Table (or right-click the feature in the Attribute Pane), choose a "Create Geometry" option (or Replace Geometry, etc.) and start drawing. 

Could that functionality be added?

Not exactly what you are suggesting but Replace Geometry is on the Attributes pane Geometry tab toolstrip for quick access.
