Legend element pane - keep Spacing expanded

Separate from this request which deals with collapsing/expanding between sessions. I have found that the spacing control for legends keeps collapsing itself between clicks - click off the legend and back on, and all of a sudden the controls are collapsed again requiring you to click Spacing every single time you want to adjust the spacing.

There's plenty of room, could it just stay open? Remember how I had it? Please? Hiding the core functionality of a user interface by default makes absolutely no sense to me, and the other two are open by default...
