Under what circumstances would Admins get an email about a member needing a password reset?

Members can trigger a password reset via the "Forgot password?" at log-in, so under what circumstances would Admins ever get an email saying that a member needs a password reset?

I have seen a couple of such emails in the past but I no longer have a copy of one. It just said something like: "member 'so-and-so' has requested a password reset". 
All I did was find the member and click the "Reset password" option in the "3 dot" menu for the member, the system did the rest.

However, having just been through the automatic password reset process myself, I didn't see any need, or any scenario which would trigger, an email being sent to the admins.

Why would this happen?
