ArcGIS Online pop ups not working when item added via URL

We share some internal AGOL layers with external organisations, currently via the layer URL so they can bring it into their own AGOL environments. Unfortunately when we do this the layer pop ups are not configured.

The pop ups are saved at the item level, so when we bring in the layer by searching for it the pop ups appear correctly. Even when we add the layer via URL ourselves within our organisation the pop ups are not configured. Is this a bug and is there anything we can do to resolve it?

This is as designed. The rest endpoint does not store any popup configuration and this is only stored at the layer item and web map level.
