There were temporary basemap service issues that have since been resolved.

Please see the ArcGIS Online Health Dashboard or contact Support if you see 503 errors with Esri services:

No this is not related to that, the issue which I mentioned is still ongoing and it is intermittent.

Have you ever seen the dashboard report issues while they are happening?  Every time I have checked when they are 'down', it shows green across the board.

Then, 10 or so days later, you may see the issues (in the past now) that were happening at the time.

From what I can tell, the 'Current Status' page seems to act like a screenshot 🙂

If you send the request multiple times then the service is throwing 503.

I think this is a regional issue, working perfectly in USA but failing for middle east.

Known performance issues are reported on the ArcGIS Online Health Dashboard:

If you are not seeing it on the dashboard and you are confident it is a server issue, you need to contact technical support. Esri has automated solutions to identify performance issues but on occasion minor/regional ones don't trigger the alerts. The community is not in a position to help you.

503 errors and a message indicating the server is at capacity/maintenance strongly suggest that it's an Esri server side issue and not something specific to your account or environment. If you're doing something like trying to export all the data out and seeing issues, you're probably hitting service limits, and we could comment on that.

Please also note the service you have shared is in mature support and marked as a deprecated:

We are having the same issue with this basemap:  https://services.arcgisonline.com/arcgis/rest/services/Elevation/World_Hillshade/MapServer?f=json

 

It is working every other time

Basically all basemaps here are unavailable: https://developers.arcgis.com/javascript/3/jsapi/esri.basemaps-amd.html
