add ability to change layer drawing order not dependent on the table on contents order

This request is related to both ArcGIS Pro and related feature layers and web maps.

Currently any map's layer drawing order can be set only by the table on contents order...layers one the top of the table on contents draw on top.

It would be useful if the drawing order could be set independently of the layer order in the table of contents, especially for Pro mapr or feature layers with many layers.

Case in point - I am working with clients that use a web map with multiple line, point and polygon layers, but they prefer to have layers with higher priority for their work on top of the table of contents..Their priority list doesn't match the optimum drawing order, which would put points on tops, then lines, then polygons.


Note that this is not the same as the available functionality to set stacking order of features within a single layers. This request is specifically about multiple layers within a single Prod map or web map/feature layer (or all three).

Ideally, this functionality would be available both in Pro, so that a feature layer containing multiple map layers could be published with this order setting, and also in Map Viewer web maps, so that the drawing order could be set in a web map with several individual feature layers added as layers.
