Dashboard Action Apply to Multiple Feature Layers

What is the best practice for working with different data sets that can be joined by lat/long or by an attribute, such as a site name? I have a dashboard and I want to use a grouped table to allow the user to select a location. When selected, I want the filter to work on two feature layers to change their associated charts to only include data from that location. One chart (feature layer) contains time series data, the other layer is used to generate a dose/response type curve (not time series). I have played around with the actions but have not been able to figure out how to get the second (the one NOT used in the grouped table) layer to filter. Can anyone point me to a reference on how to make the filter apply to both? Thanks.

To solve this issue, I ended up changing the structure of my layers. I used a main layer that had one row for each location. Then, I put the other layers in a separate dashboard and played around with: 1) using parameters in a URL to pass the selection made in the map in my main dashboard to the secondary dashboard, 2) explored linked and embedded dashboards, and 3) tried different combinations of actions until I found what I wanted.
