Related Record Pop-Up Grayed Out

I have a layer with pop-ups that use the show related records option. Pop-up configuration in Map Viewer:

Pop-up viewed in Experience Builder: 

However when I click to open the related record from the pop-up in Experience Builder the related record view is grayed out and very difficult to read: 

When accessed by clicking directly on the related feature in the map the pop-up displays as normal, it's just when it is accessed via the primary pop-up for the feature it is related to. 

Is there a setting I am missing that fixes this? Any work arounds? Or should it be submitted as a bug?
