Not able to create new feature in feature layer

Hi,  

 I have a feature layer which is published in ArcGIS Enterprise 10.9.1. I can edit the existing geometry and attributes but cannot create a new geometry. I get error for 2 attribute values.

These 2 attributes are coming as empty and I cannot edit these values. Any idea why its behaving in this way?Below are some more details of layer properties.
