Can Esri ask Oracle for a release date of Oracle Database 23c on-prem?

Esri is a multi-billion dollar company and a large Oracle customer/partner.

I am wondering if Esri could use your status to ask Oracle when they plan to release Oracle Database 23c (23ai) on-prem.

Of course, after 23c is released, then ArcGIS Enterprise would need to support 23c.

It's hard to imagine organizations upgrading their GIS database to Oracle 19c (21c not recommended) in the year 2024/early 2025 as part of upcoming upgrade projects. Especially when 23c is available for all other platforms/environments other than on-prem. But it seems like 19c on-prem will be the only option.

It would be nice to know if Oracle 23c on-prem will be delivered in 2025, 2026, or never. Is this something Esri can help with by asking Oracle for release date info?
