Assigning Groups : Cannot see all available groups in list

Just upgraded to 11.1, Portal, server, datastore, fully patched

 

My Portal has exactly 29 organizational groups.  When I go to assign new users to groups, I get a list of only 17 groups to choose from. 

I have run a reindex, tried logging in with different accounts, I made sure all my groups allow users to be added, I have rebooted hosts, checked portal logs, 

As a work around I can go to the Groups page and invite the user successfully.  The issue appears when I am working directly with the users profile and try and add new groups. 

 

What am I missing ??

 I believe we figured out the issue.  We found that in order for a group to show up in that list. The group needs to be configured with Who can contribute content? = All group members
