ArcGIS Enterprise 10.8.1 patches no longer install (Azure)

We have ArcGIS Enterprise 10.8.1 in Azure, Windows Server 2019 Datacenter.

I have recently raised a support case with ESRIUK. Undiagnosed for quite some time is that patches are no longer installing. We had been using the Patch Notification utility. This has been successfully installing patches using the utility. We can now see that for some time even though the utility states that patch installation is 100% the patches are not installed. Downloading the patches manually and running them completes, but again the patches do not install.

Focusing on one patch to try to identify the issue we ran a manual patch of ArcGIS Server Security 2021 Update 2 Patch ArcGIS-1081-S-SEC2021U2-Patch.msp  with a PowerShell that also created a log. ESRIUK cannot find any issues in the log but cannot replicate our overall issue of patches not being installed.

Another admin account in the same policy group gets the same experience; patch installation process appears to complete but the patch does not install.

The service account that runs ArcGIS Server and Portal for ArcGIS have full access to C:\Program Files\ArcGIS\Server\tools\patchnotification

In Local Group Policy Editor “Prevent access to registry editing tools” is set to “Not configured”

In Registry Editor Keys are not being written to Computer\HKEY_LOCAL_MACHINE\SOFTWARE\ESRI\Server10.8\Updates

The last set  of successful updates, worryingly, was 17/06/2021! I had gone through ESRI’s recommended scripts and updates for Log4j in December 2021. These are not listed as installed patches with the exception of the ArcGIS Data Store 10.8.1 Log4j Patch which is listed as being installed on 28/03/2022 which does not correlate with the date we carried out the Log4j patches and scripts in December 2021.

When we look at Event Viewer in a time range that covers the patch installation (manually or using the utility) we can see four Information events:

“The description for Event ID 4 from source ArcGIS Server cannot be found. Either the component that raises this event is not installed on your local computer or the installation is corrupted. You can install or repair the component on the local computer.

If the event originated on another computer, the display information had to be saved with the event.

The following information was included with the event:

 

ArcGIS Server

 

The specified resource type cannot be found in the image file”

ESRI are suggesting changes to the machine, permissions in Group Policy might be the issue.

Any ideas of where to go next would be really appreciated.
